A fieldless badge consists of a charge, or several charges conjoined or overlapped in some way, which claims no background tincture, and so like a stamp (rubber, not postage), could be placed on any surface. Being fieldless gives a fieldless badge submission one 'free' Clear Difference from badges with a field tincture. Devices cannot be fieldless.
